Land for Sale in Putnam County, FL

Putnam County is in north central Florida along the St. Johns River, with 73,321 residents in the 2020 census over 827 square miles, 99 of which are water. Palatka is the county seat. Land here is cheaper than the coastal counties and runs from small platted lots to river-front and timber acreage. The river and the lakes mean wetlands, and wetland rules decide what can be built on many parcels, so this guide covers that first.

The Putnam County land market

Putnam County mixes river and lake property, small lots in older platted communities such as around Interlachen and Florahome, and larger rural and timber parcels. Buyers include people building a modest home, anglers and boaters drawn to the St. Johns River and nearby lakes, and investors buying lots to hold. Waterfront costs more, and a parcel with a paved road, power and a known septic site costs more than a raw lot. Putnam's population has been roughly flat, with 74,364 in 2010 and 73,321 in 2020, so buy for use and price against recent local sales.

Wetlands and water-management permits

Much of the county near the river and its lakes has wetlands. Putnam County's resource protection rules apply to development in a wetland or within 25 feet of one and say impacts should be avoided first where possible. The same rules state that they do not replace the jurisdiction of the Florida Department of Environmental Protection or the St. Johns River Water Management District, so more than one agency can be involved. A 2024 wetland delineation of a 3.25-acre parcel near the river found about 2 acres of wetlands and said any proposed impacts to wetlands or upland buffers would need a permit from FDEP, the water management district or the Army Corps of Engineers.

That is one parcel, not a rule for yours, but it shows why a riverfront or lake lot can have far less usable ground than its acreage suggests. Before you buy, ask for a wetland determination or delineation, ask the county planning office about setbacks and buffers, and look at the FEMA flood zone.

Septic, sewer and old plats

Many Putnam County lots rely on septic systems, and the county and the state have been working to move homes off septic along the river as part of a basin plan to improve the St. Johns River; a centralized wastewater system serves East Palatka. I did not find a public source on septic rules for specific subdivisions, so ask the Florida Department of Health in Putnam County whether the lot has passed a site evaluation or has septic permit history, and ask the property appraiser and planning office about plat status and zoning. If you are buying a house or lot with an existing septic tank, have it inspected.
