Cochise County fills the southeast corner of Arizona with 125,447 residents (2020 census), the Sierra Vista and Fort Huachuca area, the I-10 corridor through Benson and Willcox, and a lot of cheap rural land in the valleys. The Cochise County land market
Cochise has three land markets. Around Sierra Vista and Bisbee, demand comes from Fort Huachuca and retirees, with home sites and small acreage. Along I-10 near Benson and Willcox, buyers find 5- to 40-acre rural parcels, some in older subdivisions near Sunsites, Pearce and Elfrida where roads and utilities are limited. Farther out in the Sulphur Springs and San Pedro valleys are ranch and farm tracts. Prices are low compared with Pima and Maricopa counties, and fall further from pavement.
The Willcox Active Management Area
Arizona's Department of Water Resources designated the Willcox groundwater basin an Active Management Area (AMA) effective January 8, 2025, the first AMA created by the ADWR Director's own decision rather than a vote. The basin spans parts of Cochise County, from the Leslie Canyon area through Sunizona, Pearce and Sunsites, Cochise, Dragoon and Willcox, and extends north into Graham County. The main effects are a freeze on new irrigated acreage (only land legally irrigated in the five years before October 23, 2024 can be irrigated), permitting for non-exempt wells that produce more than 35 gallons per minute, and grandfathered groundwater rights based on past pumping.
If you want to farm in the Willcox basin, new irrigated acres are not available, so a parcel without grandfathered irrigation history cannot become a farm. A small domestic well is generally an exempt well, but check with ADWR and confirm which basin and rules apply to a given parcel. Legal access and lot splits
As in the rest of rural Arizona, parcels can be split into pieces of 36 acres or more with limited seller disclosures and no formal subdivision review, and older subdivisions often have recorded easements but unmaintained roads. Ask for recorded legal access in the title report, drive the route, and check whether the county maintains it. Cochise County Planning and Zoning sets zoning outside city limits; confirm what the parcel's district allows.
